The regeneration of Liverpool's Central Docks, a key component of the wider Liverpool Waters masterplan, has entered a critical phase with the official ground breaking ceremony held on October 15, 2025.
This event marked the start of £71 million in vital infrastructure works, which will pave the way for a new waterfront community.
Central Docks, spanning 26 acres (approximately 10.5 hectares), is the largest of five planned neighbourhoods within the 60-hectare Liverpool Waters district and is the city's largest brownfield site.
The project is a major partnership between Peel Waters, Homes England, and Liverpool City Council, with Homes England providing a £55.2 million Brownfield Infrastructure Land grant, and Peel Waters contributing £25.9 million.
Liverpool City Council is acting as the accountable body for the grant funding.
The development will deliver approximately 2,350 new homes, including a mix of build-to-rent, build-to-sell, affordable, and elderly living options, with about 20% of the homes designated as affordable.
The focal point of the new neighbourhood will be Central Park, a 5-acre (approximately 2.1-hectare) green space that will become one of Liverpool's largest urban parks.
The park will feature hundreds of new trees, play areas, sports and recreational facilities, and enhanced walking and cycling routes.
Designed to celebrate the site's industrial heritage and coastal location, the park will include coastal and woodland plantations, wetlands, community gardens, and wildlife habitats, serving as the "green lungs" of the development.
The park is planned to be completed by late spring 2028.
The construction of the infrastructure and Central Park is being led by GRAHAM, appointed as the principal contractor following their initial role in producing final designs and site investigations.
The work, which includes underground utilities, roads, and public realm, is expected to be completed by late spring 2028.
The ground breaking event, titled “From Foundations to Futures,” was attended by civic leaders, project partners, and over 100 students from the City of Liverpool College Construction Academy, highlighting the project's commitment to creating pathways into construction and regeneration careers.
